foreign body

Pt came in for a foreign body removal (lead pencil) in his leg. Doc did explore the area, but unable to find the FB. So, doc end up removing the scar tissue instead. Doc did not go deeper- just subcutaneously and put the sutures in. I know I can't bill the removal of FB because doc did not removed anything. Is this considered an E/M code? I don't what to code for the service. Thanks!
