Urgent Care Center - Fee Schedule

Hi,
We are an Oregon based Urgent Care Center, we bill Medicare and Medicaid as a Rural Health Center and to commecrcials as an Urgent Care Centers. One of my colleague that we should have same fee schedule to bill Self Pay, Medicare, Medicaid and commercial insurances. If we use different fee schedule for every insurance then it will be considered a fraud by insurances. Is it true?

I do not agree with her beleive that based on the contract with each Medicare, a customized fee schedule can be used. There is no restriction by CMS on this.

Some one please help.
