fracture packages

Need to know if anyone can answer a question for me. Can you bill out 27193 and 99221 together and get paid for both? Does anyone bill 27193 as a fracture package? If so, what does that include? Thank you so much

This code has a 90 day global. If the 99221 was the encounter that the decision was made on management of the fracture, add modifier -57 to 99221. Define fracture package?
