Sick with Well Visit

During a pediatric well exam a sick visit is billed as well as the preventive because the patient is already diagnosed with ADHD and the physician feels that a lot of time is spent discussing ADHD. There is no change in meds and the condition is stable, no change in anything. Does this justify billing a separate 99212-99215 visit with the preventive?

I don't think you can bill an additional code if the condition is stable and no changes are reported.
