Modifier 24 or 25

I have a scenario where there was an office visit and debridement on the same day, no recent surgery to determine whether the visit is during post op or not.
My understanding is that because a debridement was done, it should be considered post-op and therefore not bill E&M but 99024-NC.
Please help!
