emergency evaluation

physician is a specialist. Saw the patient in the emergency room. Patient has BC/BS or Medicare. I know we cannot bill for consultations. Do we bill for outpatient services codes such as new patients/established patients and if so when you list place of service do you put outpatient or emergency room? Thanks for all your help.

bill pos as 23, then use codes 99281-99285 depending on level of care. See CPT® book for description.
