Failed Closed reduction distal radius fracture

Doctor did closed reduction of radius fracture . upon followup one week later, reductiion was lost and decision was made to take him to surgery for percutaneous pinning or ORIF. How do I code a failed closed reduction and do I append a 78 modifier to the surgery?
