Gyn office billing annual wellness visit

Can anyone tell me if a GYN can bill Medicare for an annual wellness visit? I have had some claims deny for this reason when we try and bill for the annual wellness visit?

There is no specialty restriction on this, but only one is allowed per year. Perhaps the primary care physician already billed it.
