Inpatient E/M following surgery

Would you bill a subsequent visit or an initial visit code in the following scenario?

Dr. X performed an office consult on a patient on 12/20/2009. On 1/05/2010
Dr. X performed surgery on this patient and admitted him. Dr. X also wants to bill for an initial inpatient visit (99223) on 01/05/2010 because she saw the patient for a problem that was unrelated to the surgery.

My thinking is that she would bill a subsequent visit code with modifier -24 appended.
