Anoxic / Hypoxic Brain Injury

Patient suffered cardiac arrest in 2013 & now the patient has memory loss, in the patient's problem list, the physician documents Hypoxic Brain Injury 348.1

There are 2 lines of thought here & confusing information online.

1) Coding should be 348.1 for the condition & 438.0 (Late effects of cerebrovascular disease, cognitive deficits) for the late effect
or
2) 780.93 for the memory loss & 907.0 for late effect of intracranial injury without skull fracture.

I lean more towards #1 because 907.0 advises it's for late effects of injury classifiable to 850-854.
