Drug testing orders

We are a Clia waived facility and I was wondering if anyone knows if it is acceptable to have a Nurse Practitioner (Florida) write the standing order for our substance abuse treatment center? Or, alternatively, is it necessary to have an MD's order? Thanks in advance for any assistance
