modifier for 2 physican same speciality same day in hospital

Our Dr saw a patient in the hospital for a consultation, and another Dr of the same speciality did a consultation for the same patient on the same day. I tried modifier 77 and 27 and both got denied. Which modifier am I supposed to use to get this claim paid?

You will continue to receive a denial based on medical necessity. Why would the attending physician request a consultation from 2 doctors of same specialty?
