Modifier 21

Aloha, I am a little new to billing (in Hawaii) and just had a claim sent back because we had billed it with modifier 21. I called the ins company (BCBS) and of course they could not inform me of what to replace 21 with or how to bill the procedure. Anyone know? Any thoughts or advice would be much appreciated!
