unfinished progress note

I have a provider very slow on finishing his notes... Can I bill the office visit before the progress note is completed?

If documentation is not complete, a service cannot be billed because the documentation supports the level billed.

That's what my thought was too... I seem to keep getting arguments on that point though.. Thanks
