Pulmonary Function Testing

Can you please clarify CMS's MLN Matters regarding Pulmonary procedures and EM services (MLN # SE1315). From my understanding if a patient comes in to see their pulmonoligist to evaluate their asthma and a pulmonary function test (PFT)is performed the provider is to bill for the EM service only and not for the PFT.

BUT if a patient is coming in for a PFT only and the provider obtains a limited history and exam then the provider should bill for the PFT only with no EM service.
