Port flush

We have a patient that came in for an IM chemo injection. At the same visit the patient's port was flushed but nothing was injected or drawn thru the port other than the flush. Is the flush considered separate and distinct and billable even though CPT® 96523 indicates (do not report in conjunction with other services). Wouldn't that guidance indicate other services that required use of the port?

What if the patient has an office visit for something unrelated to their chemo and/or cancer and a port flush is done at the end of the office visit? Is the E/M billable as separate and distinct from the flush?
