orif of metacarpal after percutaneous pinning

I am wondering if I can bill out for the hardware removal (20680) of the percutaneous pinning if the patient is taken back into the OR to have an ORIF done due to failure of the pinning??

The patient is in their global period still, and I am going to append a modifier 78 to my ORIF code, however, I am unsure whether my doctor can charge for the removal of the percutaneous pinning since we are doing an ORIF????

Any thoughts??
