category II coding/helo

If a doctor wants to utilize more that 4 dx's (which is all our computer can use) can they use the category II codes, eg. 99213=401.1,272.4,250.00,585.3,, and use the category II code 2010F with,,465.9,372.30 etc. They want to use this on the "senior hmo" patients. However can they use it with all insurances also. Thank you
