Excision of a mass in breast...

Surgeon excises an indurated/inflamed mass from breast. He thinks it is possibly a sebacious cyst. Pathology came back as cellulitis. The surgeon is billing for 19120. The op report reads like the description for 19120. I wonder though, since this procedure was done in office under local anesthesia and since the lesion was more superficial, if 11402 would be more appropriate. There is a huge difference in RVUs and global days. I appreciate advice on this.
