Can you code 99291 and observation (99218-99220) on the same date of service?

Yes, per E/M guidelines, critical care codes and other E/M services may be provided to the same patient on the same day by the sam individual. Bear in mind, this does not gurantee a payor will pay for both services as it is likely they have thier on guidance/rules in regard to same day services.
