Need place of service & modifier

HELLO, My provider is Obstetrics & Gynecology we billed admit(99223) & cesarean(59515) same day in hopital we used place of service 23. Is it correct or not. If patien emergency and also we can use any modifier. Any help would be greatly apprecitated thank you.

Place of service code 33 is incorrect, your POS code should be 21. Also, there is no emergency modifier.
