coding a fracture dislocation of an ankle

A patient came into the ED with a bimalleolar fracture with dislocation of the talus(824.4)
A closed reduction of the talus was done under IVS in the ED. The next day the
patient had open treatment of the fracture in the OR.
What CPT® code should be used for the reduction in the ED? Coding clinic directs one
to code only the fracture treatment but does coding this to closed treatment of
bimalleor fx for the ED procedure apply in this case ? A high percentage of the time
the dislocation is reduced in the ED and the patient undergoes surgical treatment
later that day or the next.
