99000 vs. 36415

When drawing blood and sending it to the lab we bill 36415. Can 99000 be billed as well for the handling? I know that Medicare does not cover 99000 and most other insurances do not like to pay it either. I thought I read somewhere that if you billed 36415 you could not bill for handling as well. Thanks.
