excision of Melanoma on the breast

My surgeon did a re-excision of biopsy proven melanoma lesion on the breast extending into the sub Q tissues . He wants to bill a lumpectomy for it . Its my understanding that since Melanoma originates cutaneously it should be billed as a malignant skin excision. Other resections codes in CPT® ( 21557,24077-79,25073,25076-77 ect) all state - for resections of tumors of cutaneous origin [e.g. melanoma] see 11600-11606 however no such directive is listed with the breast lesion resection codes. very confusing. Please advise.
