Central Lines

My surgery practice has asked for clarification on an issue of billing. When a surgeon is asked to consult for insertion of a non-tunneled cvc (36556), can the inpatient CPT® code (99221-99223,99231-99233) be billed with the CPT® for the cvc insertion, with appropriate modifier? I have read that even though the CPT® 36556 has no global period, it is not apprpriate to bill the consult with the cvc insertion.
Can i get some clarification?
