Need coding help

I have a medicare patient that has a fistula that my surgeon had to liposuction fat around the area so the fistula would work properly and the were able to hear the thrill.
The code I used was 15836 the dx I used was 585.6 and 996.73.....
Medicare denied for non-medical nessicity...
I need advice.
