Arthroscopy - To Open HELP PLEASE!!

29823-Arthroscopy, shoulder, surgical; debridement, extensive

29826-Arthroscopy, shoulder, surgical; decompression of subacromial space with partial acromioplasty, with coracoacromial ligament (ie, arch) release, when performed (List separately in addition to code for primary procedure)

23412-Repair of ruptured musculotendinous cuff (eg, rotator cuff) open; chronic

My surgeon did extensive scoping including debridement and bone shaving, upon trying to do the repair, he could not get to the torn muscles so he then removed the scope and did the open repair.

I did the CCI edits and it says I can use M59 on the 29826, but I think the surgeon should be paid for the whole procedure and I don't want to risk the claim being reduced and just the Arthroscopic procedures being paid.

Is there a modifier I could use or a different code choice??
