visit charged for a second eye cataract

My cataract doctor wants to charge an e/m code when he is in the post operative period of the first eye but is now looking at the other eye and scheduling cataract surgery for the second eye. Can this visit be charged or is it considered part of the post op period? Both eyes were discussed at the initial visit.
