Modifiers 54 and 79 together

I have a question regarding using modifiers 54 and 79 together: which one should go first?

I have been told that it should be (for example) 66984-79, 54, LT.
Others say 66984-54, 79, LT.

Any help would be greatly appreciated.

Our system will reorganize the modifiers in the order it believes is correct and my system says 54,79,LT
