Medicare denial for non-covered "cosmetic" services

I billed Medicare for a 10040 with diagnosis codes 706.1 and 702.0. They denied it as cosmetic and never have in the past. I cannot find any information on whether or not we should bill with a different diagnosis. Can you help?
