modifier 52 or 53

I have a situation where the patient is scheduled for U/S guided FNA and possible biopsy of Thyroid. When the U/S guidance is performed but the FNA/Biopsy was attempted but is unable to be performed due to the physician not being able to find that thyroid nodule. Upon another attempt at the same visit he was unable to reach a different nodule due to the patient having a "thick neck".

I think that we should bill this FNA with a 52 because the services are "reduced" rather than discontinued. Am I right here?
