Prolonged Services

Can a certified genetic counselor bill for prolonged services (99358) for reviewing extensive medical records? This would be performed after the initial patient visit and after all reports/records have been reviewed and analyzed.

I don't think a genetic counselor can bill any E/M codes.
This is an add on code to an E/M service.
