Coding with a modifer with a S2083 lapband adjustment

There is a group that does lap band surgery and when the patient comes into the office for an S2083 lap band adjustment the office bills a 99213 with modifier 25 in addition to a S2083.

I feel that the office visit is bundled in the S2083. Please share with me if you get paid when you bill these two codes together.
