General Surgeon consult in the ER that does not turn into an admit

If a General Surgeon is asked to consult a patient in the E/R for abdominal pain and the patient is not admitted. Can you still code a 99201-99205 Out Patient New or Established patient code?

E/r

if this was medically necessary, the general surgeon would code a consult 99241-99245 (non-medicare), or 99281-99285 (medicare)
