TCM Billing and E& M billing within the 30 day period

In the article on this site for TCM billing it states you cannot bill for the first face to face. In reading the guidelines and other articles posted on AAPC I'M seeing you can bill a E&M but not for Oversight Care, Medication Mgmt or for form completion. I'm now more confused. Can anyone help with clarification on the billing of a face to face within the 7 or 14 date period. Thank you
