laser resurfacing after excision of lesion

I am trying to decide between two codes for this procedure. The Surgeon I work for will be excising a lesion from a patient's chest/trunk (11403), and repairing the area after with laser resurfacing. I am torn between 13100 (complex repair) and 17999 (unlisted procedure). Any suggestions? I did look at the laser resurfacing codes, but not of them matched what we are using it for. It is basically in place of suturing for minimal scarring.

there is no code. how much physician work was involved beyond simple suturing of the wound.
