Pre-Op visit (2)

Patient already saw Physician, Physician made decision for surgery. Patient scheduled to come back in 2-3 weeks to see PA (same specialty) prior to having the surgery, patient is well but now the PA determines additional lab work is needed. Can the PA bill for this office visit or is it considered pre-op visit and is not a separately billable service. Please advise.
