casts/splints

If a immediate care physician sees a pt with a fracture, what codes are submitted in addition to the E/M and the supplies? The cast/splint code (ex.29105) or the treatment code (ex 24500)? I have a hard time with the description in CPT®, stating that the cast/splint codes can be used if there is not restorative treatment. What is considered restorative treatment? Isn't a cast/splint a restorative treatment of itself? It is stabilizing and protecting the injury, and affording comfort. I believe the docs should be using E/M, supplies, x ray, and cast/splint codes? Am I right?
