20680 with 27447

Can CPT® code 20680 be coded with 27447 when our physician did not place 20680 from previous surgery

Yes, I would bill as 27447, 20680-59, I assume the patient is no longer within the initial global period. If a global period exists consider appending the apporpiate global modifier such as -58, & -78.
