Modifier help.!!

There was an inpatient hospital stay 99233 & heart cath 93458 on 11.7.13. On 11.8.13 pacemaker 33217.
the 93458 & 33217 are being reduced by Medicare. I am not sure which modifier I should use on the 99233, the 25 or 24. Is there a modifier that would represent both?
