Place of service for 98966 Telephone Assessment

Recently 98966 was denied for Place of Service. It was submitted with Office. I am surprised it was not denied for non-covered service. But it started me thinking that since the patient has to initiate the call, could it be 12 HOME?

I would think it is where the doctor is, not the patient. When I bill Home Care oversight, I bill place of service as office and get paid. The patient is at home when I review the form.
