Guardasil 9 ICD9 Code

I have been billing Blue Shield for the Gardasil 9 vaccine using CPT® 90651 and ICD9 code V04.89. Blue Shield is processing the claim under medical instead of preventative care and is applying the vaccine towards patients deductible. I have not had this problem with any other insurance company, I was thinking maybe I should be using V05.8??? Any suggestions would be greatly appreciated.

per the ICD-9 book it states as a tip to use V04.89 for vaccination against human papilloma virus, so you are using the correct DX code. I must ask though are you charging for the admin of the injection 90471??

Yes patient is 19 I am using 90471
