laparoscopic cholecystectomy with intraoperative cholangiography

I just found out that a laparoscopic cholecystectomy with intraoperative cholangiography pays less than a cholecystectomy alone (Medicare rates in Los Angeles). Does anyone have any idea what bozo at CMS came up with this and why? The codes are 47562 & 47563. It takes longer to do 47563, requires additional training/expertise (procedural and fluoroscopic interpretation), and has higher risks/complications. So what are the people who come up with this smoking?
