bilateral ureteral stent placement

I just began working for a urologist. He did bilateral ureteral stent placement, code 52282. In looking at this code on Medicare and in CPT, bilateral modifier does not apply. Do I charge the code twice with a 59 modifier....or does the code cover bilateral/multiple stent placement. PLEASE HELP!
