Diag coding hx vs hep C

In coding ED visits I often come across the diagnosis Hep C in the PMed HX. Pt is on no meds for this and presents to the ED for drug abuse or med clearance. I generally don't know whether this is chronic or has been treated. I am favoring 070.70 rather than v12.09 and would appreciate some feedback. Thank you,

The proper code to assign for history of hepatitis C hinges on whether the patient is symptomatic and thus is considered chronic or active acute hepatitis.

According to the Coding Clinic, a carrier is a person who has hepatitis B, C or D in his or her blood even after all symptoms (except fatigue) have disappeared. Because the virus is present in the blood, it can be transmitted to others. This has to be confirmed by physician because "history" in coding means no longer present.
