Preop Ostomy Evaluation and Patient Education

Starting an outpatient wound and ostomy clinic. and working on setting up billing. If a surgeon schedules a patient for an elective diverting colostomy and refers the patient to the wound and ostomy clinic for preop assessment. marking the patient for surgery, and patient education about ostomy care, can this be billed as an E&M new patient consult or is it considered part of the surgery global package?
