Remove encrusted nasal mucus with forceps

My physician is asking for a CPT® code to remove encrusted nasal mucus or infected material in the nasal cavity with forceps.
He is not using an endoscope just a headlight. He says he will be performing this procedure every 4 to 6 weeks. It takes him approximately 20 to 30 minutes and feels he should bill for it.

Would I use a debridement code?
I looked at the debridement code 31237 but since that requires an endoscope, I'm thinking of using unlisted code
31299.
Or is this procedure billed as part of E/ M?

I'm not sure how to bill for this service, any help is appreciated.
