Medicare Reimbursement on Lab Panel Codes

Can someone explain to me why Medicare does not pay 100% of the allowed amt on panel codes like 80053 and 80061? Do I need to do something or add something on my billing? Please help!!!

When collecting specimens for example, CMP or TSH, can we bill for this labs or just the 36415 sinced samples were sent to lab?
