E-Prescribing

I would like to know your feedback on the billing guidelines for the e-prescribing of narcotics, that will be mandatory effective 03/27/16.

Do you know, if Medicare and commercial payers can be billed and whether or not they pay for the services considering that the patient will not have a face to face encounter which technically defines all E/M codes? Thank you.
