Obgyn Delivery

Is there a guideline for billing out deliveries for patients that transfer from another physician, when the prior docotor billed for 4-6 antepartum visits and we have 10 antepartum visits plus the delivery? We are being told by Ga Medicaid that we can bill for delivery only.

In Pennsylvania, we bill Medicaid an E/M code for each office visit. The level is based on how far they are in their pregnancy and then bill 59410 for a vaginal delivery or 59515 for c/section.
